G. Joyce Rowland, a venerated corporate executive and civic leader, was appointed to the 22nd District Agricultural Association Board of Directors in 2020. She served as Board chair from January 2022-December 2023 and as second vice chair from December 2023-October 2025.

Rowland has a master’s degree in business administration with a concentration in industrial relations and a bachelor’s degree in psychology (graduating summa cum laude and Phi Beta Kappa) from the University of California, Los Angeles. She also completed the executive education program at the University of Michigan.

Rowland held several executive positions at Sempra Energy from 1998 to 2019, including senior vice president, chief culture officer, chief human resources officer and chief administrative officer. She was vice president of human resources at Pacific Enterprises from 1995 to 1998. Rowland held several positions at Southern California Gas Company from 1980 to 1998, including manager of labor relations, manager of consumer affairs and community involvement manager.

She is also the past President of the Equality California Institute and of the San Diego LGBTQ Community Center and is a delegate to the AKC for the Australian Cattle Dog Club of America.

Rowland resides in Rancho Santa Fe.
